Johnstown Redevelopment Authority announces plan for a public-private partnership to recycle industrial wastewater

(Johnstown, PA) The Johnstown Redevelopment Authority (JRA) announced today that it has agreed in principle to form a public-private partnership, named Aspen Johnstown, LLC (Aspen), with its partner, Aspen Fluid Logistics, LLC to deliver industrial wastewater recycling services.  Aspen Fluid Logistics will provide the engineering, construction management, and project coordination services, as well as the proprietary water treatment technology, required to recycle wastewater produced during gas exploration and production activities so that it meets drinking water standards.

The JRA will lease approximately 50 acres of remediated brownfield property to Aspen for use as an industrial site to support the phased development of a multi-million gallon per day wastewater recycling facility.  Millions of gallons of contaminated wastewater are produced daily by the 7000+ active gas wells in Pennsylvania.  Anticipated development of the Marcellus Shale region over the next 10 to 20 years is projected to increase the volume of contaminated wastewater produced daily in PA by an order of magnitude.  Efforts are currently underway to set up an Aspen pilot facility to begin recycling industrial wastewater in spring/summer 2012.

"By joining forces with the private sector we can generate the type of investment needed in these challenging economic times that will allow us to build much needed infrastructure to support a growing industry and create hundreds of new jobs," said JRA Board Chairman Monsignor Raymond Balta.  "We are very excited to have the opportunity to attract this type of development to Johnstown.”

The agreement to jointly develop Aspen in Johnstown is the culmination of more than a year of discussion and planning regarding a water recycling venture.  “We are proud to have been given the opportunity to work with the JRA to develop a high-capacity industrial water recycling facility in Johnstown” said David Reifsnyder, CEO of Aspen Fluid Logistics.  “We appreciate the existing demand for environmentally safe and effective wastewater treatment to support a growing gas exploration industry in the Marcellus Shale region.  Johnstown’s location and resources make it the perfect choice for the development of this exciting venture”.
